
Clinical Consultant / Business Analyst
Services Required:
Pharmacy services are delivered to 10 correctional centre locations in BC (Victoria, Nanaimo, Kamloops, Oliver, Prince George, Chilliwack, Port Coquitlam, Surrey and Maple Ridge (2 centres)). PHSA is seeking to conduct a robust analysis of the current pharmacy service delivery model to explore cost-effectiveness, quality, and potential areas for improvement.
Components which will be important to consider during the review include:
- Clinical service delivery model
- Hours of operation and access to after-hours pharmacy support
- Flexible, responsive and client-centred services
- Opportunities for integration/linkage with existing clinical systems
- Automation for medication packaging – unit dose packaging
- Value-added services
- Processes to manage costs and minimize waste of medications
- Drug costs and service fees
- Quality assurance mechanisms
- Formalized structures to support the delivery of high-quality services and improved communication between the clinical team and pharmaceutical providers (e.g., Medication and Therapeutics Committee, Medication Safety Committee, etc.)
- Clinical/administrative oversight
The consultant will complete the following tasks/deliverables:
Review of CHS Pharmacy Service Delivery Model
- June 2018:
- Work with CHS leadership and staff, LMPS, and BCMHSUS Quality/Safety to define service criteria and priorities for options analysis.
- July 2018:
- Complete an assessment of current clinical pharmacy and pharmacy distribution services in BC correctional centres, including interviews with key subject-matter experts and a review of the current pharmacy distribution contract.
- August 2018:
- Identify areas for improvement by conducting an environmental scan of best/promising practices, a cost-benefit analysis of available options, and an assessment for alignment with accreditation standards.
- September 2018:
- Create a draft report summarizing key findings (including current state strengths, opportunities for improvement, analysis of service delivery options and recommendations).
- Consult with key stakeholders to validate content.
- October 2018:
- Deliver a final report (maxiumum 100 pages) with recommendations regarding the preferred future service delivery model (including financial and service delivery impacts).
Specific Qualifications or Experience Required:
While not a requirement, special consideration given to applicants with existing knowledge of BC’s mental health and substance use system of care and/or pharmacy services and systems (both Health Authority and retail). Previous experience conducting cost-benefit analysis within the health care setting is considered an asset.
